Régime dynamique, multilatéralisme moribond: le paradoxe climatique dans le dernier droit avant la COP26

Résumé

Le régime climatique international issu de la Conférence de Rio de 1992 illustre l’évolution radicale du multilatéralisme classique. Alors que les jeux de puissance des États paralysaient la recherche et l’adoption d’une réponse politique adéquate à l’enjeu des changements climatiques, la diffusion de nouvelles normes, pratiques et technologies, à tous les niveaux de gouvernance et à travers tous les types d’acteurs, montrait une communauté mondiale dynamique et en transition. Le génie de l’Accord de Paris de 2015 aura été de reconnaître les limites du multilatéralisme classique et d’encourager ces multiples sources d’énergie transformatrices évoluant largement au-delà du périmètre des États. A un an de la CdP26 (Glasgow), le régime climatique international se caractérise ainsi par le paradoxe de la cohabitation d’un foisonnement d’initiatives terrains au côté d’un multilatéralisme étatique dysfonctionnel.
